Where to find the Cyberpunk 2077 Phantom Liberty Balls To The Wall Gig
This gig should be available sometime after getting into Dogtown proper. Look for a yellow gig marker somewhere in the center of Dogtown. If you're entering a Barghest camp, you're in the right place.
From here, sit down and talk to Paco and Babs. You will be offered a Deep Dive drug. Take it, and you will be dropped into a playable sequence where you play as Kurt Hansen. You will play in two sections: a fistfight and a gun battle.
From what I can tell, it is impossible to fail these sequences so get through them fast.
Once those sections are done, Paco and Babs will reveal that they stole some generators from Kurt and need your help to get out of dodge. Here is where you will be offered three choices.
Cyberpunk 2077 Balls To The Wall Options – Frame Yuri
If you chose to frame Yuri, congratulations, you have picked the worst possible outcome for this mission.
After sitting down at the bench to meet with Paco, you will be attacked by Yuri. This will kick off a boss battle.
Overall, the battle with Yuri isn't too challenging. He has armor and dual-wields SMGs. Otherwise, not really a challenge.
Once you've killed Yuri, you will find a note on his body confirming that Kurt knew about Paco stealing from him.
Be sure to loot Yuri's body. Because that is all the loot you will get from taking this path.
After finding Paco's body, you can text Babs and tell her what happened. Regardless of your choice, she'll mention she called in a favor and got out of Dogtown.
And that's it. Paco is dead. Babs is gone. And all you have to show for it is one dead Yuri.
Cyberpunk 2077 Balls To The Wall Options – Smuggle Paco
Picking the second option in this gig will let you coordinate with Paco to smuggle him out of Dogtown.
You'll escort him to his car, put him in the trunk, and drive his ride right out of the checkpoint. Assuming you don't stir up any trouble along the way, this is a simple A to B driving section.
Once Paco is free, he'll pay you 8k, then says he'll contact you in two days. Wait two days and he'll ask you to meet him at Afterlife.
Visit Paco at Afterlife and he'll reveal he's become a scavenger.
After some dialogue where you can chew him out, and mention there's a good chance he'll end up in a gun fight against Babs someday, he'll gift you a new Iconic weapon: The Carmen Power Assault Rifle.
Overall, not the worst outcome for the gig, but we can do better.
Cyberpunk 2077 Balls To The Wall Options – Call In Some Favors
The third option is the best option for this gig, assuming you put in the legwork.
As the name implies, this will let you text various contacts you've acquired throughout the game. If you have completed Rogue, Panam, and River Ward's storylines (and possible romances) from the main game, they will pop up as contacts.
Contact Rogue and she'll know where to get some replacement generators and tell you where they can be found.
After that, contact River Ward and he can pull some strings at NCPD to have those generators dropped off where Paco and Babs can pick them up
Kurt gets some new generators, and Paco and Babs stay alive.
Alternatively, you can call up Panam and she'll coordinate with the Aldecados to smuggle Paco and Babs out of Night City altogether. They're alive, and Kurt is left with nothing.
Either way, once you've decided, speak to Paco and let him know what you have set up.
After that, wait a day and you'll get a text from Paco thanking you for setting things up. Return to where you first spoke to Paco and Babs for your reward.
Head back and you'll find a chest containing the Carmen, and a Solo Skill Shard.
Paco and Babs are both safe, Kurt is potentially down some resources, and you got a fancy new rifle.

As for why you'll want the Carmen assault rifle, it has some nasty perks. In addition to a 100% headshot multiplier and 50% armor penetration, it is great at wrecking limbs.
Shots at arms or legs have an increased crit chance. In addition, it's a weapon that encourages you to keep moving. Better weapon handling when sprinting, jumping, or sliding.
On top of that, weapon damage and bleed damage increases while staying on the move.
If you specced into Reflexes and took all the perks that let you run and gun, the Carmen is your new best friend.
