No villains have been announced yet for Batman but they did want people to "subvert typical expectations for villains."
In terms of continuity for the game, Telltale is choosing to create a game that is not tied to any other Batman universe. With that Telltale have also stated that they will be aiming for an M rating with the story gearing more towards a "R-rated movie." The engine will also be getting an huge overhaul so that it will act as a more significant step up from how it was in prior Telltale titles.
