Konami unveiled the final resolutions and frame rates for Pro Evolution Soccer: 2015 on next-gen consoles and PS3. Playstation 4 has a noticeably high resolution than the others, running 1080p at 60fps. Meanwhile Xbox One ran alongside PS3 at a 720p resolution. In the past, Microsoft deemed 720p for Diablo as "unacceptable" and worked to improve its resolution. The same could theoretically happen here, but could potentially lower the fps to achieve those results. Another possibility would be to scale back some graphical features, the same graphical features that the PS3, a last generation console, would still have.
Another potential reason for the lower specs might be the lackluster sales of the Xbox One in Japan. Konami, being a Japanese developer, may think the resources necessary for beefing up the game to match the PS4 may not be worth the potential returns.
PES: 2015 runs on Konami's new Fox Engine, the same engine which Metal Gear Solid 5 runs on. Like PES: 2015, MGS5 also runs at a superior frame rate on the PS4 (Xbox One's version runs at 720p/60fps while the PS4 versionsruns at 1080p/60fps.) With an identical situation happening on two different games with the same engine, there is also a possibility that the Fox Engine may not be optimized to run on Microsoft's next-gen console.
