More details on the Harley Quinn pre-order dlc have come to light. Shown on an Amazon page for Batman: Arkham Knight, it is revealed that the Harley Quinn dlc will be a prequel to the main games story.

The description reads.

For the first time in the Arkham series take on the role of Joker’s psychotic side-kick Harley Quinn and wreak havoc inside the Blüdhaven Police Department. With this exclusive Story Pack experience events in the lead-up to Arkham Knight as you infiltrate Blüdhaven to rescue your partner in crime: Poison Ivy. Delve deep into Harley’s demented nature and utilize her devastating baseball bat to smash, crash and bash your way to a friend very much in need.

The pre-order dlc lets you play as Harley Quinn, who has to go to Blüdhaven and try and rescue Poison Ivy from inside the Blüdhaven Police Department. This will be the fist time Harley Quinn will be playable in the Arkham games and it seems this dlc that could offer the chance to flesh out her character will only be available to those who pre-order the game.

As well as the PlayStation-exclusive Scarecrow nightmare missions that were announced back at E3, there will also be a retailer specific Red Hood dlc. The Arkham games are no stranger to this type of thing with Arkham City having a confusing amount of retailer specific costumes as well as the free Cat Woman dlc for those who purchased the game new. From the looks of things it seems that the conclusion to the Arkham trilogy will be having a lot of dlc before the game is even released.

It was also revealed recently that Batman: Arkham Knight had been delayed again, this time by three weeks. Batman: Arkham Knight is set to be out on June 23 for the PS4, Xbox One and PC.
