You can increase Potion Permit Friendship in only two ways:

Talking to a person once per day.
Giving a person Moon Cloves once per day.

Moon Cloves are fairly rare, but they give a large boost to the Friendship meter. Use them wisely!

How to Get Moon Cloves in Potion Permit

You can get Moon Cloves in Potion Permit in 2 ways:

Healing patients at the Clinic.
Completing certain quests.

You'll get the vast majority of your Moon Cloves over time by healing patients who show up at the Clinic. It's a bad idea to waste them if you won't get the full effect of the boost, such as when the Friendship bar is almost full. Have patience -- it will take you many in-game days to level up Friendship!

Best Way to Increase Friendship in Potion Permit

The best way to increase Friendship in Potion Permit is by giving people Moon Cloves. Regardless of the level, Moon Cloves will provide a substantial benefit.

That said, Moon Cloves are fairly rare and you'll quickly run out if you give them out all willy-nilly. The best strategy is to talk to anyone you happen to encounter while running around the town. It may be a good idea to deliberately seek people out every day. You can use your Dog's NPC-tracking ability to make it easier to find people, so make sure to max out your relationship with your adorable pupper as soon as you can.

How to Unlock Potion Permit Romance

You can unlock Potion Permit Romance by maxing out the Friendship level with one of the six eligible bachelors and bachelorettes. They are:

A few days after you get them to Friendship Level 3, Nova will announce that she is selling Moon Broochs at Silk and Stitch Tailor's. You can purchase them for 5 Moon Cloves.

Be warned: you can only have one romantic partner and you cannot change your decision later. Choose your girlfriend or boyfriend carefully!

Your faithful Dog travels with you to Moonbury and follows you all around the land -- as long as it's outside. You can level up your Dog's friendship by petting the pupper once a day and feeding whenever needed.

Find NPCs

Level up your Dog's Friendship partially and you'll unlock the ability to track down NPCs. Call your Dog, then select the "NPC" icon, then select the NPC you want to find and your Dog will run towards them or the building they're currently in. Keep in mind that you cannot track down Dan or Dev when the other personality is in control.

Digging

Max out your Dog's friendship bar and you'll unlock the Digging ability. Although it's used in a handful of quests, its primary function is digging up underground Food such as Ginger, Truffles, and Ginseng.
