Our Potion Permit Fishing Guide will tell you how to unlock Fishing, where you can Fish, and how you can consistently reel in the big ones!

How to Unlock Potion Permit Fishing

You can unlock Potion Permit Fishing by visiting Primerose Sail in the northwest corner of the town during the daytime after completing the earliest portions of the game. Once you do, you'll trigger a cutscene where you'll see Leano and Ottmar milling about on the boat.

At the conclusion of the cutscene, you'll be given a Basic Fishing Rod. This will allow you to Fish at Fishing Spot #1 on the Map, a location that's right next to Moonbury Park. There are several other Fishing Spots clearly visible on the Map, but unfortunately, you won't be able to go to those just yet.

Keep in mind, however, that the Fishing Rod is free. The Fishing Bait is not -- you'll have to purchase it from Lenao at Primerose Sail during its normal operating hours. Fortunately, the Bait is pretty cheap, so you may as well stock up!

How to Fish in Potion Permit

Potion Permit Fishing is remarkably straightforward. It's so straightforward, in fact, that it can be boiled down to three key points:

  1. Don't reel in when you see an angry emoji or the Fishing line is turning bright red.
  2. Reel in when you see an exhausted emoji and the line is turning from red to white.
  3. Don't let the fish reach the end of the track.

That's it. That's what Fishing ultimately comes down to. It may not be the most complex Fishing system in a game, but it works well enough!

Unfortunately, we don't yet know how to upgrade the Potion Permit Fishing Rod. Our best guess is that completing Dan's second quest is supposed to unlock it, but it doesn't quite trigger correctly.
