You can unlock Potion Permit Cooking by purchasing the Kitchen Renovation from Reyner in Bulk and Build. It will cost you a pretty penny, but it's worth it.

How Potion Permit Cooking Works
Potion Permit Cooking isn't all that difficult in concept. All you need to do is learn the recipe, gather the ingredients, and interact with your kitchen in your home after you're purchased the appropriate renovation.
Unfortunately, getting your hands on recipes can prove to be a challenge. Most recipes are awarded through completing Tasks, some of which you won't be able to access without a lot of work on leveling up Friendship.
Eating Food restores your Energy and/or Health. Eating cooked Food usually provides substantially greater benefits.
Best Food to Cook in Potion Permit
The best food to Cook in Potion Permit is Roasted Corn in the early game. Corn is abundant in Meadow Range and you can purchase it from the Farmhouse for the low price of 6 Gold apiece.
Beyond that, the best food to Cook comes down to what recipes you have access to. Test out the various Recipes and see which ones provide the greatest benefit so you can decide what works best for you.
