To get access to this you need to have progressed far enough in the story of Sukhothai that you've been prompted to travel to Voss' Base in the Northernmost area of the jungles.
How to obtain the Royal Army Disguise
Obtaining the Royal Army Disguise is a lot easier than obtaining any of the other disguises because it's directly in the path of your adventure. When you arrive in Voss' Base you'll need to make your way to a little bit North of the center of the base. Here out in the open the disguise is on a table.
The hardest part about obtaining this disguise is that you've got to grab it and get out, but by this point you've likely picked up a few stealthy abilities or are confident enough in your ability to run in, grab the disguise and then run away.
Once you've obtained the Royal Army Disguise you'll be able to change into it making exploring the different restricted zones in Sukhothai far easier.
You'll also obtain the Royal Army Key allowing you to get access to some places you otherwise wouldn't be able to.
