This guide will tell you whether or not to free Ilora in the Avowed On Strange Shores quest choice and what happens if you let her out of her jail cell.

Avowed On Strange Shores Quest Choice | Should You Free Ilora?
Yes, you should free Ilora for the Avowed On Strange Shores quest choice at the start of the game. Ilora will immediately assist you with combat for the rest of the tutorial island, and she'll save you a boatload of money for another Side Quest later on in Dawnshore.
Ilora is a prisoner that you encounter in the jails of Fort Northreach, the tutorial island where you first begin your adventure in Avowed. You can choose to find the key to her cell and free her or leave her to her fate in the jail.
If you don't free Ilora, she will appear at the final boss battle of Fort Northreach and she'll attack you, changing an already tough boss fight into a two versus two battle.
Freeing her will instead make that boss fight (and all of the fights against Xaurips leading up to it) much easier and in your favor. Furthermore, Ilora will help you in the Side Quest "Escape Plan."

In "Escape Plan," a pair of Aedyran refugees named Leoflaed and Glaedwine are hiding in Shantytown in the Dawnshore region. They have plans to escape to their new home in Thirdborn, but they need you to get a few items and negotiate with the smugglers who are taking them there.
After you collect the needed items, you'll have to speak with Captain Soldis of the smugglers. If you freed Ilora, she'll be with these smugglers and she'll prevent them from gouging you on the price. In fact, they won't charge you any money at all to take Leoflaed and Glaedwine to their eventual destination in Thirdborn.
Helping Leoflaed and Glaedwine escape eventually results in a tangible reward when you arrive in Shatterscarp (the third of four major zones), and Ilora making the trip cost you nothing further increases your profits. It's a no-brainer — you should free Ilora at the start of the game!
