Coming soon in Patch 5.1, League of Legends aims to simplify its new player experience with the Rune system.  The prices and types of early availability runes will be changed starting in Season 5.  These changes do not reflect the overall long-term changes to the rune system that Riot has been after and serve only to make early rune usage less confusing for new players.  It is important to note that these changes will not be applied retroactively; no runes will be removed from accounts and IP will not be refunded when the prices change.  You can see the full notes here.

For starters, the number of Tier 1 and Tier 2 runes will be reduced.  They are intended to provide an introduction to the level 30 rune system, but having completely replicated the full level 30 roster, new players are faced with options they may not fully understand, such as the appropriate usage of scaling or secondary runes.  By removing the more advanced decisions from early level runes, players will be given time to master the basics of the game before tackling more advanced, pre-match decision making.  The number of purchasable runes for low level players will drop drastically from 88 to only 23.  The remaining Tier 1 and Tier 2 runes will all be flat stats and primary runes.  Below is a list of the remaining Tier 1 and Tier 2 runes.

  • Marks - Attack Damage, Armor Penetration, Magic Penetration, Attack Speed
  • Seals - Armor, Magic Resist, Health, Health Regeneration
  • Glyphs - Ability Power, Mana Regeneration, Magic Resist, Cooldown Reduction
  • Quintessences - Ability Power, Cooldown Reduction, Magic Resist, Armor, Health, Magic Penetration, Armor Penetration, Attack Damage, Attack Speed, Life Steal, Movement Speed

A change in price is also in order.  Tier 1 and Tier 2 runes will have their prices reduced and standardized.  Tier 1 runes will now cost only 15 IP for every Quintessence and just 5 IP for every Mark, Seal, and Glyph.  Tier 2 runes will cost 100 IP for every Quintessence and 35 IP for every Mark, Seal, and Glyph.

Lastly, the Rune Combiner will be removed.  Used mostly by players who like to gamble or had hit the rune limit (700), the Rune Combiner will be retired as of Patch 5.1.  In the future, players who have run out of space, or have unused runes they would like to get rid of, will need to contact player support to remove those runes from the account.
